This seminar builds on the 'Annual Forum on Combating Corruption in the EU 2010: Incorporating anti-corruption policy into the EU accession process' held in Trier in February 2010 and co-financed by OLAF under the Hercule II Programme.

The first morning session of the seminar will be dedicated to an overview of the European legal framework for fighting fraud and corruption and protecting the EU's financial interests.

The remaining sessions will be devoted to the EU anti-fraud and anti-corruption policy with specific focus on the cooperation between the Turkish authorities and the EU Institutions (OLAF, Eurojust and Europol). In this context the role of the Turkish Anti-Fraud Coordinating Structure (AFCOS) will be discussed.

Particular problems of prosecution with regard to the financial interests of the EU will be analysed and possibilities for administrative and judicial cooperation between the EU Member States on the one hand and Turkey on the other will be scrutinised.

Practical experiences with existing tools will be compared in plenary discussions where European and national experts will outline the legal implications of these instruments, consider the challenges for the future and reflect on their impact in the general context of the EU accession policy.
