Access to Justice for Crime Victims in the EU

Background

The JHA Council adopted in June 2011 a “Roadmap for Victims” which underlies the development of a European victim protection system. Training is one of the key tools to achieve effective results in the field.

In December 2011, the EU adopted a Directive on the European Protection Order (Directive 2011/99/EU) and in September 2012 a new Directive establishing minimum standards for the rights, support and protection of victims of crime (Directive 2012/29/EU), replacing the 2001 Framework Decision on the Standing of Victims in Criminal Proceedings.

In May 2011 the European Commission released the Victims' Rights Package. The package contains a Directive and a Regulation on mutual recognition of protection measures in civil matters. The Directive has been adopted.

Objective

The project will provide in-depth training for legal practitioners on EU law on victims of crime, covering both pre-Lisbon and post-Lisbon instruments, following closely the development of the legislative process at EU level as well as national transposition in the Member States. The overall aim of the project is to assist victims of crime by contributing to better preparation of the legal practitioners who are called to assist and support them in enforcing their rights, especially in cross-border cases.
