Enhancing the Prevention of Trafficking in Human Beings & the Protection of Victims at a European Level

The project

This project, supported by the European Union’s Prevention of and Fight against Crime Programme (ISEC), consisted of six seminars, three of which took place in Lisbon, Trier and Vienna in 2014 and three in Trier, Vienna and Riga in 2015. Each seminar focussed on a different aspect of issues related to trafficking in human beings (THB), broadly falling within the categories of judicial and law enforcement cooperation, as well as labour trafficking, with the aim having been to provide practical training for a broad spectrum of legal professionals and practitioners, law enforcement officials and other actors in the field of THB.

The concept

Each seminar was targeted at various professionals, depending on its subject matter, thus judges, prosecutors, lawyers in private practice, academics and NGOs, private sector representatives labour inspectors, police and immigration officers, as well as officials from ministries (approx. 50 participants per seminar) from all Member States, EEA and Candidate Countries were invited to attend. Each training event lasted 1 ½ days.

Programme

The programme offered a mix of training methods, from lectures to interactive workshops. At the heart of the training was an analysis of issues related to THB and steps that can be taken to better counter it, especially in relation to enhancing cross-border cooperation. Participants' application of relevant instruments was improved through real-time training and knowledge-sharing. Mutual trust between participants was strengthened through a better understanding of relevant EU legislation and policy in the field, as well as an exchange of experiences and best practices between the attending participants.

Networking opportunities

This project supported networking by giving the participants from various EU Member States, Candidate and EEA Countries the opportunity to make personal contacts with other participants and speakers, leading to an exchange of best practice and experience in the course of the offered training.

The project was organised by the Academy of European Law (ERA) in partnership with the Austrian Federal Ministry for Europe, Integration and Foreign Affairs, Portuguese Centre for Judicial Studies (CEJ), Latvian Judicial Training Centre (LTMC), International Centre for Migration Policy Development (ICMPD), Franco-German Cross-Border Police and Customs Cooperation Centre in Kehl, Portuguese Association for Victim Support (APAV) and the European Judicial Training Network (EJTN)
