Objective

With traditional law enforcement techniques insufficient to deal with the evolving trends in radicalisation leading to terrorism and violent extremism, this seminar will analyse the latest developments in the European Union’s response and what further measures still need to be taken. Actions at EU level, including the work of Europol and the Radicalisation Awareness Network (RAN), as well as that of the Member States in recognising and preventing radicalisation, will be discussed with a specific focus on the issue of foreign fighters.

Key topics

  • The EU Strategy for Combating Radicalisation and Recruitment
  • The Commission’s 2014 Communication on radicalisation (COM(2013)941)
  • The work of RAN in aiding first-line local practitioners and facilitating the exchange of experiences and best practice
  • Member States’ actions in countering radicalisation and terrorist recruitment
  • Europol’s work, including its Terrorism Situation and Trend Report (TE-SAT)
  • The need to create an institutional infrastructure to identify people at risk and prevent their radicalisation in cooperation with civil society
  • Monitoring the use of online and offline radicalisation tools and the need for counter-communication
  • The legal dilemma of returning foreign fighters, their deradicalisation and developing effective exit-strategies

Who should attend?

Law enforcement officers, ministerial officials, judges, prosecutors, lawyers in private practice and NGOs.
