Ways to exchange information between law enforcement authorities in the EU have undergone a rapid development in the last months and further novelties are expected in the near future:
- Access to Europol’s SIENA system is now also possible for regional law enforcement authorities.
- By 26 August 2011, EU Member States will have to comply with the provisions relating to the exchange of DNA profiles, dactyloscopic data, and vehicle registration data under the Prüm Decisions.
- EU law enforcement authorities and Europol will gain access to the newly created Visa Information System (VIS), which is to become operational in June 2011.
- By 2013, law enforcement authorities and Europol will have access to the second generation of the Schengen Information System (SIS II).
- Discussions are ongoing to grant access for law enforcement authorities and Europol to EURODAC, the future fingerprint database for asylum seekers.
- The formal adoption of the regulation to establish an Agency responsible for the operational management of large-scale IT systems such as SIS II, VIS and EURODAC is expected in early 2011, with the Agency set to be fully operational by 1 January 2012.
At this conference, experts from the EU and national law enforcement authorities will ask:
- What is the state of play regarding the functioning and operability of these information systems?
- What will be their added value to law enforcement in the EU?
- Who will ultimately have access to the systems?
- What experiences can already be shared?
- What competences and responsibilities will the new Agency for large-scale IT systems have?
