It is with great sadness that the Academy of European Law has learned of the death of Torsten Stein. Former Director Wolfgang Heusel has written this obituary and reflects on his involvement with ERA. 

In memory of Torsten Stein 1944-2024

The Academy of European Law mourns the loss of Torsten Stein, a long-standing member of its Board of Trustees and former Director of the Europa-Institut at Saarland University. Torsten Stein, a reserve colonel, was a passionate old-school scholar of international public law. From 1974, he worked as a junior expert at the Max Planck Institute for Comparative and International Public Law in Heidelberg where he also became a professor in 1986. From 1991 to 2012, he held the Chair of European Law at Saarland University and was Director of the Law Section of its Europa-Institut.

After ERA was founded in 1991 as an institute for continuous training in European law for legal practitioners, it invited the directors of the academic Europa institutes of the Greater Region to support it in developing a coherent continuous training programme. It therefore appointed Jean Charpentier, then director of the Centre européen universitaire at the University of Nancy, and Torsten Stein to its first Board of Trustees, which began its work in 1993. The long-standing collaboration with both of them helped to shape the practice-oriented profile of the ERA programme contrasting (and to some extent complementing) the academically oriented master courses offered by these institutes.  

From 1993 to 2011, Torsten Stein was a member of ERA's Board of Trustees for almost twenty years and remained closely associated with the Academy even after his mandate had expired. His advice could always be counted on; he was one of ERA's first speakers in the development of its activities in the accession countries of Central and Eastern Europe as of 1993 and a sought-after expert in legal policy debates on European institutional and gambling law. His elegant appearance, incisive demeanour, quick-wittedness and legal brilliance will live long in our memories.
