The Annual Conference on European Public Procurement Law 2009 will provide participants with a detailed analysis of the latest developments in the topic since the implementation of the two EC Procurement Directives of 2004.
The conference will analyse:
- the mechanisms provided in the new Remedies Directive and its process of implementation in Member States;
- the latest developments in public procurement in the fields of defence and security, such as the proposal for an EC Directive;
- the latest developments in the field of “green public procurement” in the light of the Commission Communication on public procurement for a better environment, providing guidance on how to reduce the environmental impact caused by public sector consumption;
- the guidance on setting up institutionalised public-private partnerships as in the Commission Interpretative Communication, adopted in 2008;
- the new Regulation 1370/2007 on public passenger transport services by rail and by road, and the newly adopted Directive on clean vehicles used by public authorities;
- the recourse to accelerated procurement procedures justified on the grounds of urgency, due to the exceptional nature of the current economic situation;
- recent developments in European Court of Justice case law, such as the upcoming judgment on whether sickness insurance funds constitute bodies governed by public law within the scope of application of Directive 2004/18.
