The ECER Project
The restructuring of the Chinese economy since the beginning of the
1980s triggered an unparalleled development boom, leading to an
expanded welfare and to better living conditions for millions of
Chinese people. However, this unique economic development has caused
large interregional disparities, with enormous social, environmental
and migratory implications.
In order to catch up with this challenging situation, Chinese policy makers and planning authorities are looking to exchange experiences with other regions. In this context, the concepts and experiences gained in Europe in the development of regional and structure policies can be regarded as examples of which many elements can be adapted to Chinese conditions, contributing to a more effective Chinese regional development policy.
The European Chinese Centre for Education and Research in Spatial Planning (ECER) will serve as a gateway for dialogue and exchange among experts from both regions, putting special emphasis on education and training for civil servants, researchers and private actors from China. Project partners are the City of Trier, the Beijing Normal University (BNU), the Academy of European Law (ERA) and the University of Stuttgart.
The pilot phase of ECER will last until early 2010 and is cordially supported by the German Federal Ministry of Education and Research (BMBF). During this stage, three high-ranking Chinese delegations will visit seminars at ERA headquarters in Trier, dealing with various topics like disaster prevention, emergency management, sustainable regional development and integrated land use planning.
Pilot Seminar 1: Disaster Prevention and Emergency Management
The first delegation of 15 Chinese experts visited Europe from 3-17 May 2009. During the two-week seminar, the representatives from academia and government administration dealt with disaster prevention and emergency management issues in European countries.
The seminar's topic reflected the increasing Chinese interest in further developing the country's emergency management system, partly as a consequence of the earthquake in Sichuan in May 2008, which caused more than 70,000 victims. ECER delegation members were experienced researchers and civil servants who participated at the Wenchuan Earthquake Taskforce established by the State Council Emergency Management Experts Council, the Joint Institute of Risk Reduction and Emergency Management of the Ministry of Education and the Ministry of Civil Affairs as well as by the Beijing Normal University.
The seminar included lectures from experienced European experts about various natural and man-made disasters, including floods, tsunamis, critical infrastructures risks, large scale fires and chemical accidents. The participants also visited several disaster prevention and emergency management installations across Europe.
